A safety poster doesn’t stop a fall. What does is a culture where a casual worker feels safe to stop a job when the harness is missing — and knows the boss will thank him.

1. Leadership Commitment — Visible, Not Verbal

  • Budget: At least 3% of project cost for HSE (PPE, training, signage). Sites that cut to 1% always pay in incidents.
  • Presence: Manager does a weekly safety walk, not delegate. Takes 30 minutes, asks 3 workers: “What’s unsafe here?”
  • Targets: Not “zero accidents” (which drives hiding), but “100% toolbox talks, 50 observations/month, close 90% in 7 days.”
  • 2. Worker Involvement — The People Closest to Risk

  • Committee: 50% workers, 50% management, meets monthly, minutes posted.
  • Reporting: Anonymous near-miss cards + WhatsApp group. Reward reporting (airtime), not just outcomes. One site went from 2 to 38 reports/month and incidents fell 40%.
  • 3. Risk Assessment — Hierarchy of Controls

    For each task, ask in order: 1. Eliminate: Can we do it without working at height? 2. Substitute: Lighter sheet? 3. Engineering: Guardrail vs harness? 4. Admin: Permit, rotation 5. PPE: Last, not first

    Measuring — Leading vs Lagging

  • Leading (act early): Training % (target 100%), inspections done (100%), observations (50/month), close-out (90% in 7d)
  • Lagging (too late): Lost Time Injury Frequency Rate (LTIFR), near-miss rate
  • Review monthly. If leading is green but lagging is red, your observations are tick-box.

    Ask 3 casuals: “Can you stop work if unsafe?” If any hesitates, you have a poster, not a culture.
